Note: The Personal Care Management Program’s service area includes the 15 communities listed here as well as Northboro, Southboro, Westboro, Hudson, Bolton, Clinton, Acton, Sterling, Lancaster, Shirley, Ayer, Groton, Pepperell, and Townsend.

The Personal Care Management (PCM) Program is an independent living program funded through MassHealth. It allows a client of any age who meets the MassHealth guideline of frailty to hire their own personal care attendants. Hours approved are determined ultimately by MassHealth. An ESWA’s Functional Skills Trainer must do a visit first to explain the program, determine if the client meets the initial eligibility & assist with the start of the enrollment process.

The client does need to find their own worker but if they do not have one in mind, the Functional Skills Trainer can give training and ideas as to how to find a worker. After the Functional Skills Trainer visits, she consults with the client’s physician and the ESWA Nurse to come up with a service plan to propose to MassHealth, based on the client’s needs. To participate in the PCM program, the consumer must be enrolled as a employer and the worker as an employee with the IRS. Our PCM Functional Skills Trainer can assist with the necessary tax forms. Once Masshealth has approved the amount of hours and the fiscal agency has all the tax forms in place, the worker can begin submitting timesheets and receive payment for being the client’s PCA.

Important Notices & News


Electronic Visit Verification (“EVV”) is a new timesheet system that the MassHealth PCA program will start using in 2024.  Most Consumers and PCAs will be required to use EVV at some point between early 2024 and the end of 2025.

If you are required to use EVV, it will replace your current timesheet. EVV is different than Tempus’ current eTimesheet system. The EVV System will be the only way to submit timesheets once you are selected to start EVV.

Not everyone will start using EVV at the same time. Tempus will send you a letter approximately two months before it is your turn to start using EVV.  If you have not received a letter from Tempus, you do not need to start using EVV yet.
